Sculpture by Canadian artist Amy Switzer. What is it based on? What is it made out of?

Clue: Current affairs

The sculpture is based on Loulou, the parrot from Gustave Flaubert‘s Un Cœur simple (A Simple Heart). It is made out of several copies of the same book. The current affairs connection, of course, is Julian Barnes, who missed the Booker earlier for “Flaubert’s Parrot”.

Where  would  one  expect  to  find  this ? And  why  is  it  special ?

This is the panel in tribute to Andy Lippincott (from Doonesbury) on the AIDS quilt. He is the only fictional character to have an entry on the AIDS quilt. The panel, however,  hangs in The NAMES Project Foundation’s office in Atlanta and is not actually sewn into a block of the quilt.

This is the Mosque of the two Qiblahs in Medina, the place where prophet Muhammad, leading the prayer, is said to have been commanded to change the direction of prayer from Jerusalem to Mecca. The qiblah facing Jerusalem was removed (and is the answer that I was looking for) during the recent renovation of the mosque and the one facing Mecca is pictured here.
