Why  is  he  being  honoured  with  a  statue ?

Edgar  Hernandez , the  first  survivor  of  the  2009  Swine  Flu  pandemic . The  statue  is  being  erected  in  his  native  village , La  Gloria , as  a  symbol  of  hope .

    This is the Mexican kid who was one of the first victims of the H1N1 flu epidemic and fortunately recovered from it. Not sure about his name, but I presume the statue probably symbolizes his recovery.
