Which  ‘festival’  that  began  in  the  1940s  could  one  possibly  connect  this  person  to ?

The  town  of  Karlovy  Vary  in  Czech  Republic  gets  its  name  from  Holy  Roman  Emperor  Charles  IV ( the  guy  in  the  pic ) . The  town  is  known the  world  over  for  a  variety  of  reasons , the  most  important  being  the  Karlovy  Vary  International  Film  Festival :-) .

Just  one  person  managed  to  crack  the  question . No  points  for  guessing  the  winner  of  the  Crystal  Globe , tis  a  Waltoid  by  the  name  Arun  Hiregange :-) .

    Hmmm.. I’ll go with Edinburgh Festival, the town edinburgh is named after King Edwin..
